It seems there is an issue with Chrome in Windows 8. You should browse inside the GWT code and download the installation from there. I found that if I cut and past the url into IE or start it from the url drop down then it works. The dev mode is already not supported anymore in the latest firefox and it is going to be the same for the upcoming Chrome Chrome works but is really, really slow!

Normally when you try to open the GWT development mode link, if the browser does not have the GWT Plugin installed, it shows a link where you can download the plugin. When it finishes downloading it requests me to save it if I open it it just download again.

Loading of each subsequent page is also very slow. Once it's installed you can fall back to the "Edge" document mode.
